Philippines-South Korea police pact targets Korean tourism

The Philippine National Police (PNP) and South Korea’s Korean National Police Agency (KNPA) signed a formal cooperation agreement, cementing bilateral law enforcement ties during South Korean President’s state visit to Manila.

The memorandum of understanding establishes a framework for joint transnational crime investigations, intelligence sharing, and coordinated assistance for nationals from both countries operating or travelling across the two jurisdictions. PNP officials confirmed the agreement includes specific provisions to support Korean nationals in the Philippines, including victim coordination mechanisms for those requiring consular or investigative assistance.
 

A relationship with practical stakes

The timing is part of a larger effort by Manila to improve relations with Seoul at a time when the number of Korean tourists has declined.

That decline has prompted the Philippine Department of Tourism to intensify promotional campaigns in South Korea, spotlighting destination clusters including Clark Freeport Zone, Cebu, Boracay and Manila itself. The campaigns are designed to reassure Korean travellers and reactivate what has historically been the country’s most reliable source of foreign arrivals.
 

Clark in focus

Clark carries particular weight in that recovery effort. The freeport zone north of Manila has developed into a multi-faceted leisure destination combining golf, resort hospitality and integrated casino operations. Hann Casino Resort is among the anchor developments within the zone, and its profile features prominently in tourism materials directed at Korean audiences, for whom golf tourism in Clark has long been a draw.

The security cooperation framework signed this month addresses one of the structural concerns that has quietly shaped Korean travel sentiment toward the Philippines in recent years. The shutdown of Philippine Offshore Gaming Operators (POGOs), which brought a significant and at times controversy-laden Chinese workforce into the country, had contributed to an international perception problem that Philippine authorities have been working to correct. Although POGOs and Korean leisure tourism are completely different industries, some Korean travelers and operators’ perceptions of the destination were impacted by the wider negative publicity surrounding Philippine gaming and criminal activity.
 

Institutional reassurance

The MOU provides institutional reassurance rather than operational change for the gaming sector itself. Its significance for integrated resort operators in Clark and elsewhere lies in the signal it sends: that the Philippine government is willing to engage at the highest diplomatic levels to secure the environment that tourism-dependent gaming destinations require.

South Korean outbound travel to Southeast Asia has remained competitive, with Japan and Thailand absorbing significant share. The Philippines held a strong position within that market for years, driven by proximity, relatively affordable resort offerings, and the specific appeal of Clark’s golf-and-resort model. Recovering even a portion of last year’s lost volume would represent a material shift for operators in that corridor.
 

Campaigns continue

Prior to the state visit, the Department of Tourism ran campaigns targeting South Korea, and they will continue regardless of the policing agreement. A purposeful appeal to the leisure market most likely to visit Clark and other integrated resort hubs can be seen in the focus on well-known resort locations rather than urban city breaks.

The immediate reading for the gaming industry is simple: the bilateral framework strengthens the diplomatic architecture surrounding a tourism market that is crucial to the economics of Philippine integrated resorts, but it does not alter operating conditions. A number of variables that go far beyond any one agreement will determine whether or not that results in recovered Korean arrivals.
