A Kyiv court has temporarily suspended the regulator PlayCity’s decision to revoke Cosmolot’s online gambling licence held by Speysix, meaning the licence remains valid while the legal dispute continues.

Speysix said it received a new five-year licence in January 2026 and underwent a scheduled inspection two weeks ago. It claims the inspection did not identify any violations that would justify either licence revocation or fines.

This follows earlier fines and a licence revocation imposed by PlayCity on Speysix over concerns related to its payment processing practices.

According to statements attributed to Acting Minister of Digital Transformation Oleksandr Bornyakov, the regulator found that Speysix accepted peer-to-peer (P2P) card transfers instead of using transparent payment details.

PlayCity imposed two separate fines on Speysix totalling almost UAH 13m, It said UAH 8.6m related to the use of P2P payments, while a further UAH 4.3m was linked to allowing account top-ups using cards belonging to third parties.

The operator argues that the regulator’s actions amount to bias and pressure.

PlayCity, the regulator, also confirmed that the court had suspended enforcement of the revocation decision.

Meanwhile, PlayCity has also revoked the operating licence of Favbet Game Slots following a major compliance investigation and imposed a UAH 933m fine on the operator.

According to the regulator, a scheduled inspection uncovered widespread breaches of technical regulations governing gaming machine operations.

Authorities identified 108 gaming machines that had not undergone mandatory certification, raising concerns that they were operating outside Ukraine’s legal and regulatory framework.
