The Netherlands Gambling Authority (KSA) has imposed a fine of €886,000 on licensed operator 711 after concluding that the company failed to adequately comply with its duty of care obligations between February 2022 and June 2024.

The regulator launched an investigation into the operator’s responsible gambling procedures by reviewing 10 player accounts associated with high losses, frequent gambling activity and overnight betting behaviour.

According to the KSA, violations were identified in all 10 files examined. The regulator said 711 failed to properly analyse player behaviour and did not take appropriate action when signs of potentially harmful gambling emerged.

As a result, players were allowed to continue gambling patterns that could lead to significant financial losses and increased addiction risks.

“We have seen that not all providers have set up the duty of care equally well from the opening of the market. We have therefore carried out additional investigations, which now result in various fines of the duty of care,” said KSA chairman Michel Groothuizen.

“At the same time, we have further tightened the requirements surrounding the duty of care, in order to prevent excesses as we see them here in the future.”

The KSA recently warned that the Dutch regulated online gambling market faces growing pressure from illegal operators, stalled growth and continuing player protection concerns. 

KSA Head of Licences and Supervision Ella Seijsener said key market indicators had remained largely unchanged over the previous six months.
