Ukraine's Ministry of Digital Transformation, in collaboration with PlayCity, has published a new guide aimed at raising awareness of gambling addiction and promoting responsible gambling practices.
The guide explains how players can recognise the early signs of gambling-related harm and take steps to regain control of their gambling. It also outlines the support services available and highlights the responsible gambling tools currently available to players.
In addition, it offers practical advice for family members and friends on how to start conversations about gambling addiction without pressure or judgement.
The publication was developed with contributions from psychiatrists, legal experts and individuals in recovery from gambling addiction.
While it is not intended to replace professional treatment, the guide is designed to serve as an accessible first step resource for those experiencing problematic behaviour.
Following a recent decision by the Cabinet of Ministers, PlayCity has been placed under the direct supervision of the Cabinet. Previously, the regulator operated under the Ministry of Digital Transformation.
Although the regulator now reports directly to the government, the Ministry of Digital Transformation remains involved in developing state policy and shaping the rules governing the gambling market, at least for the time being.
Earlier, the Ukrainian Parliament’s Committee on Finance, Tax and Customs Policy backed amendments that would transfer responsibility for gambling regulation from the Ministry of Digital Transformation to the Ministry of Finance.
Authorities are also developing a long-term strategy extending to 2035 aimed at reducing gambling-related harm and strengthening regulatory oversight.
