Nepal Mandates Nationwide ISP Blocks on Offshore Gambling Platforms

The government of Nepal has issued immediate enforcement orders directing internet service providers (ISPs) across the country to block access to more than 200 unlicensed gambling applications and web domains. Executed under Point 42 of Prime Minister Balendra Shah’s newly approved Governance Reform Action Plan, the directive mandated the Nepal Telecommunications Authority (NTA) to coordinate rapid ISP-level domain name system (DNS) restrictions within a strict 24-hour window. The administrative purge targets long-standing offshore betting brands—including Mostbet, Megapari, 22Bet, and Parimatch—marking one of the most comprehensive digital enforcement drives in the country's regulatory history.

Strengthening Enforcement Beyond Existing Statutory Bans

While gambling activities remain strictly prohibited under Nepal’s Civil Criminal Code 2017 and the Advertisement Regulation Act, offshore platforms have historically exploited gaps in technical enforcement to capture domestic market share. The latest inter-agency crackdown does not introduce new statutory prohibitions; rather, it shifts state strategy toward active digital suppression. Law enforcement agencies reiterated that facilitating, promoting, or participating in illicit betting carries severe criminal penalties under existing codes, including formal property confiscation, statutory fines up to Rs 10,000 ($65), and custodial prison sentences up to one year.

Targeting Social Media Influencer Networks and Payment Flow

Recognizing that domain blocking alone fails to dismantle offshore demand, Nepali authorities are widening their investigative scope to disrupt domestic promotional networks. Cybersecurity units are actively tracking affiliate networks, digital advertising agencies, and social media influencers whose promotional campaigns were pivotal in driving youth adoption across sports wagering and live casino verticals. Concurrently, regulators raised red flags regarding unmonitored financial channels, warning that international card processing and alternative payment gateways facilitating illegal betting deposits pose systemic risks regarding capital flight, consumer fraud, and unmonitored money laundering.

Long-Term Challenges of Technical Web Blocking

Despite the immediate scale of the technical blackout, regulatory analysts caution that DNS-level blocking faces structural limitations in eliminating black-market demand. Offshore operators serving the South Asian region routinely deploy mirror sites, alternative URLs, and redirected proxies to circumvent national firewalls, while tech-savvy consumers frequently utilize Virtual Private Networks (VPNs). Consequently, the NTA and law enforcement agencies are establishing continuous monitoring mechanisms to identify secondary domain migrations and enforce strict liability on technical service providers that fail to comply with state disruption mandates.
